Most people think the Maldives is out of reach. They picture overwater villas, seaplanes, and bills that don't end. What they don't picture are the local inhabited islands, where guesthouses start at $35 a night, you snorkel with whale sharks, sea turtles, and manta rays, and the beach is empty by 8am. This version of the Maldives exists. Here are the five best islands to base yourself.
These islands are Muslim communities. Modest dress is expected away from designated bikini beaches, and alcohol is not available. A realistic daily budget is $60-90 per person, including accommodation in twin share, local meals, and an excursion every couple of days.
1. Maafushi: the capital of budget travel in the Maldives
Located in South Male Atoll, Maafushi is the most popular local island for independent travellers. It has the widest selection of guesthouses, tour operators, and restaurants of any local island, and is the easiest starting point for first-time visitors.
The island is small: just 1.5 km long and 400 m wide. Bikini Beach on the north side is the main swimming spot, and the house reef offers snorkelling just metres from shore.

2. Thulusdhoo: the surfer's local island
Located in North Male Atoll, Thulusdhoo is the island of choice for surfers. It is home to two of the Maldives best-known breaks: Cokes and Chickens, which draw experienced surfers between March and October. Even if you don't surf, the island has beautiful beaches and good snorkelling on the house reef.
It also hosts one of the most unlikely sights in the Indian Ocean: the island's Coca-Cola bottling plant, the only one in the Maldives.

3. Dhigurah: the best beach and whale sharks year-round
Located in South Ari Atoll, Dhigurah is arguably the most beautiful local island in the Maldives. It has one of the longest natural beaches in the archipelago: over 3 km of powdery white sand. The island is 4 km long but just 300 m wide, giving it a wild and undeveloped feel.
The real draw is whale sharks. Dhigurah sits inside the Maldives Whale Shark Protected Area and is one of the best places in the world to swim alongside them, with sightings recorded every month of the year. The island is also home to the Maldives Whale Shark Research Programme.

- Domestic flight + transfer: fly to Maamigili Airport (20 min) then short speedboat transfer

4. Ukulhas: the Maldives' eco-friendly island
Located in North Ari Atoll, Ukulhas was the first island in the Maldives to introduce systematic waste management and has become a model for sustainable tourism. Single-use plastics have been eliminated, cars and motorbikes are banned, and coral restoration programmes are open to visitors.
The house reef encircles the entire island and is one of the best spots for snorkelling directly from the beach. Manta rays, sea turtles, reef sharks, and hundreds of fish species can be spotted without taking a boat.

5. Thoddoo: fruit farms, sea turtles, and quiet beaches
Located in North Ari Atoll, Thoddoo is the most distinctive island on this list. It produces around 80% of all watermelons grown in the Maldives, and its lush agricultural character feels completely different from the typical Maldives postcard.
The waters around Thoddoo have large populations of hawksbill and green turtles visible directly from the house reef. Nearby Manta Point, just 20 minutes by boat, is one of the most reliable spots in the Maldives for manta ray encounters.

What to know before you visit a local island in the Maldives
- Dress code: Bikinis are only permitted on designated bikini beaches. Cover up when walking through the village.
- No alcohol: Alcohol is not available on local islands. It is only served at resorts and on liveaboards.
- Budget: A realistic daily budget is $60-90 per person including accommodation (twin share), local meals, and one excursion every couple of days.
- Getting to Male: Most European travellers fly into Velana International Airport (MLE), located next to Male. From the airport, take a speedboat or public ferry to your island.
- Best time to visit: The dry season runs November to April. May-June and September-November offer lower prices with still-swimmable conditions.
